Summary

The Office of the Ombudsperson gathers information, interacts with petitioners seeking to be de-listed from the Security Council’s Al-Qaida Sanctions Committee List, and submits reports to the Sanctions Committee with a recommendation on the de-listing request. Created by Security Council Resolution 1904 (2009) and with the mandate extended multiple times, the Office of the Ombudsperson receives requests from individuals, groups, undertakings, and entities seeking to be removed from the Security Council’s al-Qaida Sanctions Committee List. The Ombudsperson, who is charged with acting on an independent and impartial basis, is appointed by the Secretary-General. The Ombudsperson is “mandated to gather information and to interact with the petitioner, relevant states and organizations with regard to the request. Within an established time frame, the Ombudsperson will then present a comprehensive report to the Sanctions Committee. Based on an analysis of all available information and the Ombudsperson’s observations, the report will set out for the Committee the principal arguments concerning the specific delisting request.” In addition, the report of the Ombudsperson will contain a recommendation on the delisting request.
