Summary
Created in 2006, the IGAD Capacity Building Program against Terrorism (ICPAT) executes the decision of the IGAD member states Heads of State meeting in Khartoum, Sudan in 2002. ICPAT engages in building national capacity to combat terrorism and promotes regional security cooperation. To further its goals of supporting national capacity to resist terrorism and promoting regional security operation, ICPAT operates in five main areas including enhancing judicial capacity, optimizing interdepartmental cooperation, enhancing border control, providing training, sharing information and best practices, and promoting strategic cooperation. ICPAT undertakes studies and research to illuminate issues related to safeguarding security. ICPAT also assembles meetings within and between nations to facilitate and encourage information sharing and cooperation. Additionally, ICPAT trains law enforcement officers in counterterrorism-related areas.

The members of IGAD are Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda.
