Summary

The Conference on Interaction and Confidence Building Measures in Asia (CICA) is an international forum, which endeavors to increase cooperation in Asia with the object of promoting peace, security, and stability. The CICA engages in several areas of cooperation, including “New Challenges and Threats (Terrorism, Money Laundering, Drug Trafficking, Human Trafficking).” Within this field, CICA members prioritize the exchange of information on member states’ counterterrorism activities and actions taken to prevent separatists, extremist organizations, and organized crime groups. The CICA also exchanges intelligence on illicit drug trafficking, human smuggling and trafficking, illegal migration, money laundering, trans-boundary organized crime, illicit trade in small arms and light weapons, including Man Portable Air Defense Systems (MANPADS) as well as smuggling of explosives and poisonous materials. The CICA additionally prioritizes cooperation and establishing contacts between member states’ law enforcement in the areas of economic and cyber crime and on more general legal, judicial and criminal matters.

Members of the CICA include Afghanistan, Azerbaijan, Bahrain, Bangladesh, Cambodia, China, Egypt, India, Iran, Iraq, Israel, Jordan, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Palestine, Qatar, Republic of Korea, Russia, Tajikistan, Thailand, Turkey, United Arab Emirates, Uzbekistan, and Vietnam.

Observers  

States: Indonesia, Japan, Malaysia, Philippines,  Sri Lanka, Ukraine, and United States of America.

Organizations: United Nations, OSCE, League of Arab States, and Parliamentary Assembly of the Turkic Speaking Countries (TURKPA).
