An autonomous organization linked to the United Nations through special agreements, the International Civil Aviation Organization codifies the principles of international air navigation and aims to foster the planning and development of international air transport. In the aftermath of hijackings in the 1970s, the ICAO shifted its focus to matters of prevention and detection in the fight against terrorism.
