Summary
The GUAM Organization for Democracy and Economic Development is a regional organization with its headquarters in Ukraine. Its Sub-Working Group on Combating Terrorism convenes meetings of the delegations of member states. At these meetings, members may, among other things, share views on issues of national legislation and operational concerns, as well as the activities of member states relating to prevention and combating of terrorism. In addition to the Working Group, the GUAM Virtual Center on Combating Terrorism, Organized Crime, Drug Trafficking and Other Dangerous Types of Crime (Virtual Law Enforcement Center – VLEC) is implemented under the GUAM – USA Framework Program. According to the U.S. Department of Justice, the VLEC “serves as a platform for data, voice, and video communications—allowing the exchange of criminal intelligence that support of major trans-border criminal investigations, such as the illicit drug trade, human trafficking, and terrorism.”

The members of GUAM are Georgia, Ukraine, Azerbaijan, and Moldova.
