Summary
In 2005, the Commission on Human Rights appointed a special rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism. The mandate was assumed and extended by the Human Rights Council. The special rapporteur is mandated to (among other things) make concrete recommendations, promote best practices, develop dialogue with States and UN bodies, and report to the Council and the General Assembly.
