Workshop
The Harvard Law School Program on International Law and Armed Conflict (HLS PILAC), the International Committee of the Red Cross (ICRC) Regional Delegation for the United States and Canada, and the Stockton Center for International Law, U.S. Naval War College are co-sponsoring a workshop titled “Partnered Warfare: International Law and Policy Dimensions.” At the private workshop, which will take place on December 3–4, 2019 in Washington, D.C., practitioners and scholars will explore several topics, including the diverse forms of partnerships in contemporary armed conflicts; preconditions for partnering; control, responsibility, and classification of armed conflict; the conduct of hostilities; deprivation of liberty; and arms transfers.
Background
The event is the fourth consecutive annual workshop in a series co-sponsored by HLS PILAC, the ICRC Regional Delegation, and the Stockton Center. The previous workshops in the series were the 2016 workshop at HLS on “Global Battlefields: The Future of U.S. Detention under International Law,” the 2017 workshop in Newport, R.I. on “International Legal Implications of Military Space Operations,” and the 2018 workshop at HLS on “Artificial Intelligence at the Frontiers of International Law concerning Armed Conflict.”
