Radhika Kapoor is a Research Fellow at the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC). At HLS PILAC, Radhika researches and writes about a range of contemporary issues concerning public international law and policy. She also contributes to briefings for States, U.N.-system actors, and NGOs on the program’s research. In addition, Radhika supervises Research Assistants’ contributions to HLS PILAC’s research and publications. Her principal areas of focus include the international-legal regulation of armed conflict, intersections between principled humanitarian action and counterterrorism frameworks, the practice and procedures of the U.N. Security Council, and the interpretation and application of U.N. Security Council resolutions.

Radhika Kapoor, Program Fellow

Prior to joining HLS PILAC, Radhika served as Assistant Counsel at the Public International Law and Policy Group. In this role, she managed the implementation of international-legal projects and provided advice to States, opposition groups, and civil-society actors in conflict-affected countries, such as Sudan, Bangladesh, and Libya. Radhika’s experience and practice in this area extends to a diverse array of armed-conflict-related issues, including the detection of violations of international humanitarian law, the domestic implementation of international law, and the provision of humanitarian assistance.

In addition to her work at HLS PILAC, Radhika also contributes to the academic community through scholarly writing, peer reviews for international-law journals, and contributions to international-law blogs. She is an honors graduate of the National Law School of India University (B.A.–LL.B.) and Harvard Law School (LL.M.).
