Summary

The Council of Europe’s (COE) Committee of Experts on Terrorism (CODEXTER) is an intergovernmental committee responsible for coordinating the Council of Europe’s counterterrorism measures. CODEXTER serves as the arm of the Council of Europe responsible for implementing and coordinating counterterrorism actions. To this end, the committee’s functions include analyzing capacities, developing best practices, identifying priorities, and facilitating negotiation. CODEXTER works closely with the United Nations and the European Union, among others, to help achieve its goals.
