Jillian Quigley is a third-year J.D. student at Harvard Law School and has been a Research Assistant for the HLS Program on International Law and Armed Conflict (HLS PILAC) since March 2021. Jillian currently works on the Counterterrorism and Humanitarian Engagement Weekly Update.

In addition to her role at PILAC, Jillian serves as one of the Managing Editors of the Harvard National Security Journal and is an advanced clinical student at the International Human Rights Clinic. She is also on the board of the HLS Disability Law Student Association and works as a research assistant for the International Human Rights Clinic. Jillian previously worked at a DHS Center of Excellence specializing in empirical terrorism studies; her primary areas of focus included open-source data collection, adversarial decision making, unconventional weapons, and threat forecasting. During law school, she has become especially interested in how technology used in warfare affects state practice in and interpretation of jus ad bellum and jus in bello.

Jillian received her B.A. in International Affairs from George Washington University and knows French, Russian, Spanish, Latin, and some German.
