Summary
Following the terrorist attacks of September 11, 2001, the Security Council adopted Resolution 1373, which required states to develop and implement measures to enhance their capability to prevent future terrorist acts. Resolution 1373 also established a committee, known as the Counter-Terrorism Committee (CTC), to oversee the implementation of the resolution by states. To fulfill its mandate, the CTC facilitates the provision of technical assistance to states; conducts visits to states to monitor their progress in implementing the resolution and to assess the need for technical assistance and capacity-building; develops best practices; and prepares country reports to document the current counterterrorism laws and policies in a particular state. The Counter-Terrorism Committee Executive Directorate (CTED) carries out the policy decisions of the CTC and conducts assessments of and facilitates technical assistance to states.
Composition
The CTC is made up of the 15 Security Council members.
